Job Description:
Role Introduction

Reports to: Platform Operations Manager

Drive financial operations excellence across Cathay’s cloud environment by leading and evolving the FinOps (Financial Operations) practice. This role sits at the intersection of technology, finance and governance, shaping how cloud costs are made transparent, optimised and aligned with business priorities, while ensuring teams can make informed, value-driven decisions.

 

Day to day, the work balances strategy with execution. You will design and continuously improve FinOps methodologies, frameworks, processes and toolsets, embed quality and governance standards, and guide teams through change to improve adoption. Close collaboration with other IT practices, Planning and Governance teams, and the Enterprise Portfolio Management Office ensures FinOps is integrated into delivery lifecycles rather than operating in isolation.

 

Beyond frameworks and tools, the role is about building capability. Through coaching, training and community leadership, you will grow FinOps champions, develop practitioners, and run graduate, trainee and internship programmes that strengthen Cathay’s long-term cloud financial management maturity—contributing directly to a culture of accountability, learning and continuous improvement.

Key Responsibilities

 

  • Develop, maintain and continuously improve FinOps methodologies, frameworks, processes and toolsets to support cost transparency, optimisation and governance.
  • Identify external and internal best practices and innovations in FinOps, and adapt them for effective implementation within the Cathay environment.
  • Define and execute the FinOps Quality Management Framework, covering cost awareness, optimisation, governance and communication of lessons learned.
  • Monitor FinOps adoption and effectiveness, gathering feedback through multiple channels and driving continuous improvement and change management.
  • Coach and advise practitioners and delivery teams in line with the FinOps Practice Engagement Model to improve outcomes and productivity.
  • Train and enable FinOps Champions to promote best practices, support teams and provide structured feedback.
  • Align FinOps practices with other IT practices, Planning and Governance teams, and Enterprise Portfolio Management Office processes.
  • Manage practice communications, content repositories and forums to ensure information remains accurate, relevant and current.
  • Design and deliver training, capability uplift programmes and collaboration activities across FinOps and related communities of practice.
  • Lead the recruitment, onboarding, rotation management and ongoing coaching of IT Graduate Trainees, interns and the FinOps Champion community.

 

Requirements

 

  • Degree qualification in Computer Science, Information Systems or a related discipline.
  • Minimum 10 years of related IT experience, including at least 6 years as a practitioner in the relevant practice area.
  • Strong understanding of FinOps principles and practices, including cloud cost management, budgeting and financial forecasting.
  • Proven experience designing and implementing cost optimisation strategies for cloud services.
  • Hands-on familiarity with major cloud platforms such as Amazon Web Services, Microsoft Azure, Alibaba Cloud and Google Cloud Platform.
  • Experience with financial management tools and platforms.
  • Demonstrated ability to coach, consult with and advise individuals and teams, with experience designing and delivering training.
  • Proven leadership capability with the ability to influence decision-making and manage stakeholders across diverse groups.
  • Strong analytical, problem-solving and process improvement skills, supported by practical change management experience.
  • Solid knowledge of end-to-end project and system delivery lifecycles and methodologies; vendor management knowledge is an advantage.
